This apparently incorrect behavior is not a bug. There is a system variable that defines a limit of selected entities, for which grips are displayed after a selection.
GRIPOBJLIMIT
Default: 100
Enter new value for GRIPOBJLIMIT» 100000
Below the description from the help file:
System Variable GRIPOBJLIMIT
Suppresses grip display when the number of entities in the initial entity selection exceeds the limit specified in the variable.
If you set the variable to 0, grips will always display on the selected entities.
