This issue has been addressed by the Development Team, and is not reproducible in the  ARES Commander 2019 version (released in January, 2019), with the panning with the SpaceMouse® Wireless of 3Dconnexion working as expected.

In the 2019 release we made other changes to improve performance, using the native SDK of 3Dconnexion for the mouse features.
