The VIEWNAVIGATOR command is only applied to the current drawing and its status is saved inside the drawing file.
Via the OPTIONS dialog and the 2 shown checkboxes in the image below - you can disable it in general.
Alternatively you can use a template or prototype drawing with the _VIEWNAVIGATOR off setting. Then it will also not be displayed.
